If a non-CAP passenger is essential to the mission, how should the request be submitted?

Requests must be submitted to NOC at least 5 days in advance.

Coordination through the National Operations Center with a minimum five-day lead time is required when a non-CAP passenger is essential to the mission. This advance submission ensures proper safety checks, airspace coordination, credentialing, insurance considerations, and mission briefings so the flight can be conducted legally and safely. Submitting on the day of flight doesn’t give time for the necessary review and coordination, and sending the request to CAP National HQ bypasses the official channel designed for mission support.
